Frequently asked questions
Short answers about CHOICE Arrangements (formerly ICHRA), DefinedChoice software, and how brokers, employers, and employees use the platform.
About the model
What is a CHOICE Arrangement (formerly ICHRA)?
A CHOICE Arrangement lets an employer set a defined contribution (allowance) that employees can use toward individual health coverage they choose — instead of the employer picking one group medical plan for everyone. ICHRA is the regulatory name; we say CHOICE Arrangement on educational pages for clarity.
How is this different from traditional group medical?
In group medical, the employer selects plan(s) and cost is tied to group design and risk. In a CHOICE Arrangement, the employer budgets by employee group and amount; employees shop individual-market options. See CHOICE vs. group.
Who is it for?
Employers who want predictable contribution spend and plan choice for people across locations or employee groups; brokers who design and service those cases; employees who need clear education on the allowance.
About the platform
What does DefinedChoice do?
DefinedChoice is the workspace for CHOICE Arrangements: Case → Design → Proposal → Guide → Workspace. It helps brokers and employers design allowances, package decisions, and educate employees — without spreadsheet chaos.
Is DefinedChoice a carrier or insurance company?
No. DefinedChoice provides software and education for running CHOICE Arrangements. We are not a carrier, risk underwriter, or premium payment processor. Coverage is individual-market coverage employees choose.
Do you enroll people in health plans on this site?
No. There is no Enroll button and no carrier enrollment flow on definedchoice.com. Employee education and next steps live in Guide; actual coverage selection happens through appropriate individual-market channels with the employer’s arrangement in place.
What are Workspace, Proposal, and Guide?
Workspace is the living home for each arrangement. Proposal packages the decision story. Guide educates employees. See Product.
Brokers, employers, employees
How do brokers use DefinedChoice?
Qualify cases, design employee groups and allowances, produce decision-ready proposals, launch Guide education, and renew in Workspace. See For brokers.
How do employers use it?
Collaborate with their broker on design, review proposals, and give employees clear Guide education — while controlling contribution spend. See For employers.
What do employees see?
Plain-language education on the allowance and how individual coverage choice works — not a pile of benefits jargon. See For employees.
